 INTERVIEW

Yves PIETRASANTA,

Vice-President of the Languedoc-Roussillon Region,
Responsible for the Environment, Sustainable Development and Renewable Energies
Former Member of the European Parliament
University Professor

As an elected regional representative, could you tell us how local regional authorities are relevant to the development of renewable energies ?
Energy policy, which results in the fight against greenhouse gases, and by extension, to the climate-related programmed that the Region is implementing, is currently one of the major themes of sustainable development.
Renewable energies needed to be moved away from the sidelines, as I’ve had occasion to note that, despite good intentions, whether from countries or even Europe itself, pressure groups – it could be said with well-established systems and well-placed resources – relating to nuclear energy, such as fossil energies, continue to have the upper hand.
I am convinced that the energy challenge will be won at an regional level.
In fact, renewable energies can adapt marvellously to all terrains depending on geophysics and climate. Whether solar energy, windy energy, geothermal, biomass or wood energy… they are available to all and do not contribute to the greenhouse gas effect. Furthermore, modern technology has made them more accessible, more efficient and very innovative.
To this must be added the necessity to manage energy needs, and we are witnessing extraordinary developments in the housing sector (with energy-saving and even positive energy houses, and new certification, such as ‘Effinergie’, which originated in the Languedoc-Roussillon, Franche-Comté and Alsace regions.
Whether dealing with issues relating to sustainable development and protection of environment, or economic development (the effect of decentralisation makes decisions taken closer to the ‘front line’ more appropriate), the creation of jobs or social policy, the regions, in conjunction with the “départements” and with intercommunity cooperation, have the ideal profile to drive the development of renewable energies.

As an academic and scientist, what do you consider to be the principal innovations which will emerge in the area of renewable energies ?
The area of renewable energies, in which there is finally significant research being carried out, is the field of choice for innovation and the future. In the area of photovoltaics, emphasis is being placed on the optimum use of equipment, which will reduce the use of silicon with flexible surfaces. However, the creation of completely organic photovoltaic panels is being researched and offers tremendous possibilities.
Intense research is underway to develop the battery of the future and energy storage methods, whether in the form of fuel or electrolyte cells, or even electrodes which we can now imagine extracting resources from marine products, notably algae (which are also being studied for biofuel production). I also believe in the opportunities for using phase change materials (melting is endothermic, while crystallisation is exothermic).
Lastly, I really believe in ‘Green Chemistry’ and in the promising resources for ‘second generation’ fuels. In fact, I think that the high point of research right now is primarily this; in employing high level scientific knowledge, we force ourselves to return to natural processes. Nature, thanks to biomass, has over the millennia created naphtha, the source of petroleum products. Therefore, it’s logical to try to shortcut the process in order to obtain, within a few months, fuels that were created over long geological ages. And finally, why not envisage the possibility that using plants, which are extraordinary collectors of solar energy, we could directly produce a form of energy using this method too. I think, finally, that innovations that we can’t quite envisage right now, will come about in housing and energy savings.

In Europe, ironically, renewable energy is developed first and foremost in countries in the northern hemisphere and in industrialised countries. Do you think that renewable energy could offer opportunities for countries in the southern hemisphere ?
Renewable energies provide great opportunities for those countries which have still not invested in traditional energy sources. This is obviously the case for countries in the southern hemisphere and not only in Africa or the Americas, but also in Europe. Notably in the Languedoc-Roussillon, where we don’t have any nuclear power stations and there is no source of oil, but we are investing heavily in renewable energy (our budget for 2007 exceeds €20 million), communications and research. This is exemplified by the ENERGAÏA International Exhibition that we are organising. As for developing countries, we must collaborate with them on the introduction of these new technologies using the sun, wind, geothermal, biomass and wood energy to develop modern conveniences and facilities, cultures, ‘healthy’ food and industrial production using heat and cold techniques, as well as micro-economic development specially adapted to the ecosystems studied. These will facilitate the development of future technologies, from this time onwards, by boosting economic development and employment opportunities in countries in the southern hemisphere.

 INTERVIEW

Christian BAFFY,
President of the French Building
Federation

Why has the French Building Federation partnered up with the ENERGAÏA Exhibition ?
How could it not be ? The development of renewable energies is unavoidable. We are being pushed in that direction both by the rising price of fossil energies as well as by the need to reduce greenhouse gases. Along with the industrial sector, businesses have a major role to play. Furthermore, the French Building Federation has made this a key element in its “Energy savings” plan of action.

What is the market for renewable energies ?
Firstly, it’s a market that has really taken off in the last few years, after the setbacks experienced during the Eighties. Thus, in the context of this new lease on life, we must do everything to ensure that this time around, it’s sustainable. Over the relatively short term, this should become a mass market, as all new buildings will be supplied with an energy mix consisting of renewable energy (thermal solar, photovoltaic solar and wood energy, as well as external air and ground thermal energy, etc.)

How do we give renewable energies their proper place ?
They must be seen within the context of optimising energy use in buildings, new or old, which combines control of energy demand and using renewable energies. The two are inseparable. I might add that there must be professional commitment on the part of all those involved, industrialists, engineers and businesses, of course, and likewise from insurers and financiers.
