European and French local government at Energaia 2011
Local government bodies are now investing and positioning themselves as key players in the renewable energies and green building sector, in terms of both strategic and financial decision-making.
The Languedoc Roussillon Regional Council, the trade fair’s principle partner, in collaboration with the Assembly of European Regions, offers an opportunity to exchange with these bodies during a special ‘Region and Local Government’ day and to take a closer look at their territorial development and investment plans.

A word from the President

For the fifth year running, the Languedoc-Roussillon Regional Council is supporting the Energaïa trade fair, a fundamental event for actors throughout the renewable energies sector.

The Languedoc-Roussillon represents a prime location for companies in the sector, offering an exceptional opening onto and around the Mediterranean basin. Furthermore, Energaïa brings together companies from throughout northern Europe and around the Mediterranean basin.

In the current context of economic and energy crises, the promotion of energy efficiency and renewable energies have become essential development factors, driving green growth, which in turn is creating wealth and employment for our region.

The Languedoc-Roussillon offers significant sources for generating renewable energies, giving the territory as a whole a real competitive advantage in the sector.

From 2006, our Region decided to rise to the challenge of energy efficiency and renewable energies: providing support for contractors in construction programmes; anticipating skills requirements through the deployment of adapted training courses; and by supporting research, notably within the framework of the DERBI cluster.

For this fifth edition, Energaïa is focusing on innovative technologies. Sector growth is being driven by the integration of new productivity gains which in turn ensure that renewable energies are becoming a credible alternative to fossil fuels.

The 5th edition of Energaïa is already shaping up to be a great success! I am proud that our Region has become one of the key locations for exchange and business contacts in the energy efficiency and renewable energies sectors.

President of the Assembly of European Regions

Where does the AER stand with regard to renewable energies?
Faced with the challenges inherent in the inevitable reconversion towards greener energies, the Assembly of European Regions is firmly committed to promoting renewable energies. For instance, since 2010, the AER has been organising a European Regions Energy Day in collaboration with GE Energy, where innovative projects from across Europe serve to showcase regional creativity and boost the green energy industry, illustrating the success of local initiatives and cooperation between the public and private sectors.

What are the main activities undertaken to support your members?
The AER has been campaigning strongly in favour of sustainable development policies for a number of years, notably through ‘Peer Audits’ carried out within the member regions.

What is the AER’s field of action?
The Assembly of European Regions’ activities in the field of energy extend beyond Europe’s borders. Following a call launched in Belfort in 2009 in association with GE Energy, the PNUD and the Climate Group, it helped to create the R20, a group of regions and federated states that develop international low carbon emission initiatives to fight against climate change.

Some members of the Assembly of European Regions are present at Energaïa, underscoring our goal, namely, to make Regional Councils true spearheads of the renewable energies movement.

THE FUTURE OF the Photovoltaic sector
In 2010, the moratorium on the photovoltaic sector was applied during the Energaïa trade fair.
One year later, what is the situation?

The SER (French Renewable Energies Syndicate) will be present at Energaia and will chair a round table of representatives of companies and local authorities to debate key issues:

• Beyond the current context, the medium term vision for the photovoltaic sector
• High value added sectors
• Innovation and export, two development levers for the photovoltaic sector in France
• French overseas territories, keeping ahead of the field

The Mediterranean at the heart of the trade fair

Since its launch, Energaia has been positioned as the event where countries from around the Mediterranean basin and professionals from the entire Renewable Energies sector meet. This year is no different, with heightened presence of Mediterranean countries on the various stands: Tunisia, Lebanon, Imeder (Mediterranean Institute for Renewable Energies).

An international conference will present the various aspects of relations and projects with Mediterranean countries:

What financial programmes and support for Renewable Energies projects around the Mediterranean?

Themes:
- Presentation of the labelling system for North/South collaborative projects. Accompanying PSM (Mediterranean Solar Plan) projects.
- Panels of AFD (French Development Agency) financing tools for Renewable Energies.
- Presentation of the FEMIP (Facility for Euro-Mediterranean Investment and Partnership) a key actor for promoting economic and financial partnerships between Europe and Mediterranean countries.
- Intervention and support strategies for Renewable Energies projects: example of Tunisia and the Prosol programme.
- Intervention and support strategies for Renewable Energies projects: the example of Morocco.
- Expectations and requirements from professional clusters on the southern shores.
- Presentation of the IEVP (ENPI – European Neighbourhood and Partnership Instrument), a new cooperation tool for Mediterranean countries.
