Decentralization and energy transition are tightly related as demonstrated by most renweables european advanced countries. New prospectives for EnR, green building and energy saving :

Development and stabilization of the EnR industry field, simplification of administrative procedures to boost the EnR market
Solar : support of European regulations, development of projects gathering technological innovation & local development. Feedbacks on projects volume realized since 2011 will deserve price adjustment with possible bonus.
Wind : wind farms development, simplification of administrative procedures, new offshore prices.
Efficient Building & thermal renovation : 1 million houses per year from 2013 with implementation of new incentive tools and financial program (0% loans, eco-loans…).
